《INTELLIGENT LIFE》杂志,2012年11、12月刊

扫视一下总统山的照片(要能看到实物那就更好了),你会看到四位都有很大机会问鼎美国最伟大总统宝座的人选。

首先是华盛顿(Washington),在独立战争中打了胜仗,将军队控制权还给民事政府。他未发一言主持了1787年夏天在湿热的费城举办的宪法大会。他在1796年放弃了总统一职,拒绝成王而回到自己的农场上。

然后是杰斐逊(Jefferson),他起草了独立宣言,也是将美国国土面积翻倍、并开放了西部前沿的路易斯安那收购案的主持者。还有泰迪·罗斯福(Teddy Roosevelt),他曾带领莽骑兵冲上圣胡安山,建立了美国海军,推翻了垄断企业,并建立了美国的国家公园系统。

但是华盛顿已经是神化的人物,杰斐逊则是一位狡诈的伪君子,他背叛了其总统兼好友约翰·亚当斯(John Adams),而且在宣扬人人平等的同时却没有释放自己的奴隶,老罗斯福尽管在和平时期有着卓越的才干,但他的领导能力从未接受过战争这一终极测试。他们都不是问题的答案,对我来说最出色的总统是四人中的最后一位,亚伯拉罕·林肯(Abraham Lincoln)。

和其他几人不同,林肯(第16任总统,1861-1865年间在位)是在困境中长大的。他出生在只有一个房间的小木屋里,9岁就失去了母亲,只受过一些最基本的正式教育,后来做小生意也失败了。他靠翻阅布莱克斯通(Blackstone)所著的《英国法释义》自学了法律。他身材高高瘦瘦,长相让人不敢恭维:曾经有人指责林肯两面三刀,林肯的回应是如果自己真的有两副面孔,他是绝对不会拿这副丑脸出来吓人的。他只任了一届众议员,在任两年后就凭借自己在全国反奴隶制的名声开始竞选总统。

为什么说林肯最出色呢?因为他是一个政治天才,利用个人魅力、深藏不露以及联合各大派系争取所需的代表人,最终成功赢下总统大选。因为他召集了当时最有才干的一批政治家成立并主持了著名的“政敌团队”。因为他机智、谦卑同时也有很强的自制力,在面对个人不幸,包括两个孩子的夭折时能够将自己的绝望隐藏起来。因为尽管他手下的将军笨拙懦弱、官员无能,外加一大批互相矛盾的劝诫和否定,他还是在美国史上最可怕的冲突——南北战争中战胜对手。因为他战胜了外界的反对,战胜了自己内心的怀疑,解放了奴隶。因为他重新照亮了美国的道德方向,展示了美国是建立在自由和选择,而非血统和古老特权之上的国家。因为他订立了宽宏大量的重建计划。因为他很多为美国所说的话,从《分裂之家》演讲,到盖兹堡演讲及第二次就职演讲,直到今天依然让人难忘。最后,因为他以身殉职,死而后已。

杰西·诺曼是英国赫里福德的保守党议员,著有《大社会》和《慈悲保守主义》。

稍稍讨论一下civilian authority的译法,查了一下,有译为“文官政府”的,但我对这个译名感觉不太好。因为civilian government 的本意是取civilian和military相反的意思,指一般非军人平民。即凸显一般民众也可担任官职的政府形式(实际上武将走正式形式也可担任civilian government领导人,最好的例子莫过于美国总统艾森豪威尔),“文官”感觉有点高高在上,没有这种平民的意思。

“民选政府”肯定是不恰当的,如中国政府也是civilian government……

New territories and statesAs settlers poured in, the frontier districts first became territories, with an elected legislature and a governor appointed by the president. Then when population reached 100,000 the territory applied for statehood.[20] Frontiersmen typically dropped the legalistic formalities and restrictive franchise favored by eastern upper classes, and adopting more democracy and more egalitarianism.[21]

In 1800 the western frontier had reached the Mississippi River. St. Louis, Missouri was the largest town on the frontier, the gateway for travel westward, and a principal trading center for Mississippi River traffic and inland commerce.

Thomas Jefferson thought of himself as a man of the frontier and was keenly interested in expanding and exploring the West.[22] Jefferson's Louisiana Purchase of 1803 doubled the size of the nation at the cost of $15 million (about $0.04 per acre).[23] Federalists opposed the expansion, but Jeffersonians hailed the opportunity to create millions of new farms to expand the domain of land-owning yeomen; the ownership would strengthen the ideal republican society, based on agriculture (not commerce), governed lightly, and promoting self-reliance and virtue, as well as form the political base for Jeffersonian Democracy.[24]

Even before the purchase Jefferson was planning expeditions to explore and map the lands. He charged Lewis and Clark to "explore the Missouri River, and such principal stream of it, as, by its course and communication with the waters of the Pacific Ocean; whether the Columbia, Oregon, Colorado or any other river may offer the most direct and practicable communication across the continent for the purposes of commerce".[25] Jefferson also instructed the expedition to study the region's native tribes (including their morals, language, and culture), weather, soil, rivers, commercial trading, animal and plant life.[26]

Entrepreneurs, most notably John Jacob Astor quickly seized the opportunity and expanded fur trading operations into the Pacific Northwest. Astor's "Fort Astoria" (later Fort George), at the mouth of the Columbia River, became the first permanent white settlement in that area, although it was not profitable for Astor. Astor by 1820, took over independent traders to create a profitable monopoly; he left the business as a multi-millionaire in 1834.[27]
