1.下段说The strategy signed by Mr Medvedev calls for the funded component to decrease from 6% to 2% of the overall pension system.所以我觉得此句中的that指的应该是strategy，即，梅德韦杰夫所签署战略造成的结果之一就是几乎除去了全部的资助部分，而这个资助部分指的就是工人为了退休后领到养老金而事先缴纳到个人投资账户的资金。也就是说公民缴纳的养老金部分更少了，而少的那部分则由政府承担（后文说六年后养老金赤字，估计就是这个意思）

2.这么想正对应了文章最后一段的Mr Gurvich warns of a creeping “gerontocracy”. He predicts a deepening of “paternalistic thinking”,in which citizens regard the state, and not themselves, as the source of their pensions. Perhaps that’s exactly what the Kremlin has in mind，也就是公民成了啃老族，而政府成了被啃的”老“。

3.但是这里我有个疑问@nayilus  ，@yannanchen 不好意思麻烦两位斑竹了~~
如果按就近原则的话，that指的应该是pension system哝，但是我实在想不通，不过如果是指strategy的话反倒感觉说的通了。

我觉得可以更具体一点，翻译成社会福利开支

这里是不是有点拆东墙补西墙的意思，用尚未退休工人缴纳的钱来填补需要发给已退休人的养老金缺口？

我觉得这里的funded component指的是政府对养老金的资助部分；如果全部清空，那就只剩下工人们自己积攒的资金，政府不再负责了。

仔细看了资料，我觉得这里应该是说，基金制，第二次养老保险制度改革之后，俄罗斯采用的现给现付制和基金制结合的方法，也就是，劳动者缴纳的养老费，一部分直接给现在的老人，一部分积累起来，成为自己以后的保险，积累的部分，就是基金制

既然是 funded，我觉得应该是政府出的。fund 作为动词表示“为……提供资金”时，表示 provide money for sth（usually in an official way）。也即是这个动词往往和政府等官方机构连用，所以可能是政府出的

这在逻辑上是自洽的。 因为would 的缘故， nearly eliminate the funded component 一定是pension reform 干的， 而原来未曾改革的pension system 则保留了这个 funded  component。

原文中所提到的funded conponent实际上就是LZ所说的个人累计部分，正如楼主所提到的目前俄罗斯所实行的养老保险制度

稍微一下做背景知识补充：

俄罗斯目前实行“三个支柱”的养老保险架构，本文中所讨论的应该只是第二架构，基本上也就是我们平常所讨论的养老金。在2010年养老金制度改革后，俄罗斯将所收缴的养老金费用分成两部分：
工资水平的26%=基本部分（10%）+保险/积累部分（16%）。
其中，后面的保险/部分(16%)，再次进行划分为：
保险/积累部分（16%）= 保险部分（个人名义账户10%）+积累部分（个人积累账户6%）。

名义账户里的钱国家怎么支配个人就管不着了，积累账户的6%理论上讲应该是不能随便动的（有点儿类似我朝的个人账户），相当于自己放在银行的存款或者投资（原文中：in which workers pay into a personal inverstment account they claim upon retirement）。

所谓的funded conponent指得就是这6%的个人积累账户部分，新的养老金改革方案想要降低该部分的比例，这样就可以释放出一部分资金到名义账户中供俄罗斯政府来支配，从目前的6%降低到2%，原文中第三段所写的正是如此用意（The strategy signed by Mr Medvedev calls for the funded conponent to decrease from 6% to 2% of the overall pension system.）

个人觉得可以直接翻译为“个人积累账户部分”，因为按照俄联邦法律，这部分是可以个人自由支配管理的（选择由联邦政府管理或者由私人专业养老保险公司管理），或者用全国社保基金理事会的全称说法积累部分（个人积累账户），这个应该就更权威了。"ww w.ssf.gov.cn/yljtzgl/201205/t20120529_5273.html"(权限不够不能发链接，去除一下www间的空格就能看了)
